PROBLEMS WITH RUSSIA

RETENTION OF TROOPS IN PERSIA LONDON, March 8. If during the next two weeks the problems created by the Russian retention of troops in Persia are not resolved vhen it is aimost certain that the Britj lsh Foreign Secretary (Mr. Bevin), wili | represenc Britain at the Security Coun 1 cil meetings in New York, heginning on I March 21, says the Press Association. j No reply has so far heen received j from • the Soviet Government to Britj ain's Note, delivered on March 4, aski ing for the reason for the retention of j the Russian troops in Persia. Moscow has also not replied to the ' United States Note, delivered on March i 3, nor to Mr. Sultaneh's protest which j was rnade while the Iranian Premier j v. as in Moscow. j The chief reason why the Security i Council may again have the Persian j problem before it is that d deadlock! 1 was apparently reached in Moscow in. j the negotiations between Mr. S lltaneh, j .Generaiissimo Stalin, and Mr. Molotov.; | it seems elear that the Persian delega- ' tion was unable to accept the Soviet terms that oi! concessions should hegranted to Russia and that Azerbaijart. oe given complete autonomy. The Security Council asked to be informed .of the results of these direct Russo-Persian negotiations. Publication of the text of the British Note to Russia is unlikely until the Russian reply is received.
