Police can’t have it all —Minister

Wellington reporter The police were warned by their Minister, Mrs Hercus, yesterday that the cost of the retirement package and their recent pay rise ruled out any substantial staffing increase. For the Police Association, this means the achievement of two of its objectives has precluded the third — more staff — in the foreseeable future. Mrs Hercus said she felt it “only fair” to deliver the warning before the Cabinet considered "Vote: Police” in the next policy round. Her goal for the police, she said, was not num-

bers-driven but efficiency and effectiveness-driven. The early retirement option had been intended to create a rejuvenated service and already the benefits were being felt Last year’s “massive increase” in trainees to replace those who chose to leave was expected to be repeated this year, she said. The costs to the Government were about $l3 million a year for the scheme on top of the $55 million a year allocated for the police pay claim. Both were in addition to other increased funding — for community constables, for example, Mrs Hercus said.
