Machines illegal for profit
PA Wellington Gambling machines are illegal in New Zealand if the device fixes the outcome of a wager. Some models which dispense tickets as a kind of “mechanised lottery” are acceptable, provided operating profits are retained by groups defined as societies under legisla-
tion, the “New Zealand Herald” reported. Others can also be run legally when they do not offer returns to the user above the level of the original wager. Legislation outlaws mechanical or electronic "one-armed bandits," on which games of chance can be played and which return credits or money
greater than the original wager. Internal Affairs Department staff said all gaming machines and pub raffles were illegal when the operator or owner stood to make a commercial gain. Only licensed lottery promoters were entitled to make a commercial gain from gambling other than racing.
