Preparations for Info. Act

PA Wellington The Official Information Act, designed to strip much of the secrecy from government, comes into force tomorrow. The Social Welfare and Health Departments were prepared yesterday to say what official information had already been sought and, to some extent, who had asked for it.

But the Ministry of Energy and the Education Department were not. The Education Department said it had received inquiries for information under the act, but was not required to say what the documents were or who was seeking them.

The Ministry of Energy said it had had no requests and would not give any details about them, even if it had. Under the Official Information Act, government departments and semi-gov-ernment organisations are obliged to release files, notes, and reports they hold unless there is good reason for keeping them secret. The act replaces the Official Secrets Act, which effectively held that all official information was secret unless there was a good reason for releasing it. The basic principle of the new act is that all information should be available to the public if it is sought.
