Sir, — I wholeheartedly agree with the comments made by E. Whiteley (April 5). As one person occupying a small property and paying higher rates than many families on larger properties, I have for some time now felt strongly about the present system of assessing rates solely on the property valuation. Because one property is valued at twice that of another it does not follow that the services are used twice as much by those living at the higher valued property, and the present rating system can only be seen as yet another means of penalising those who take pride in their standards and establish and maintain a highly valued property. It is time local authorities took a serious look at the method of assessing rates and did something about improving it. —Yours, etc., L. H. NORTON. April 9, 1979.
