“User pays” in education
Sir, — The letters from Brian Pauling (April 4) and Rosemary Tredgold (April 6) about second-chance education for adults are most appropriate. But let us not forget the value of non-vocatio= nal and hobby courses. Some of these offer a chance of succeeding to people who may have known nothing but failure al! their lives, academically and in other ways. They already pay a “nominal” fee for such courses, and if these fees are increased, the classes are bound to get smaller. Those who are forced, by inflation,
to give up their course may thereby lose their new selfesteem, and this may lead to anti-social behaviour or psychiatric disorder, which will take a great deal of trouble and expense to put right. In addition, the ready availability of cheap hobby classes is an excellent therapy for recently discharged psychiatric patients, who might otherwise relapse. Prevention is obviously better than cure. —Yours, etc., EMILY DAVIES. April 6, 1979.
