Expenses of United Council
\ Sir, —Mr Thorn, chairman of the Nelson Bays United Council and also of the Waimea County Council, said that it appears as if the intention of the Government is for the United Council to become a second tier of local government; if so, he added, then central government should pay some of the expenses. instead of transferring land as the basis of authority, the delegation of power must be accompanied by some mutually agreeable financial adjustment. The adjustment could be for the Government to make all rates paid to local bodies deductible from income tax. Then the $27,271 that is the Waimea County’s share of the United Council’s budget could be handed to the county council by ratepayers instead of being processed through the Inland Revenue Department. The same amount of tax would be paid, but the county's share would be contributed directly by those on whose behalf and in whose sphere of interest it is to be spent. —Yours, etc., CONSTANCE G.
