Committee Welcomed
The appointment by Parliament of a special select committee to review its rules and procedure has been welcomed by Sir Matthew Oram, president of the Constitutional Society. "There must be very many individual citizens, and national and local organisations, which can put forward useful suggestions for the improvement of Parliamentary procedure,” he said. "In a country where there is no second chamber, no written constitution, and virtually no safeguards against irresponsible government or dictatorship, the rules of Parliament are of vital importance in affording some protection for the citizens,” Sir Matthew Oram said. "The method of transacting Parliamentary business in recent years has given rise to much public concern,” he said. “It is important to ensure that specific reforms will be introduced ensuring that legislation is carefully scrutinised, and adequately understood, by all parties likely to be affected, and that sufficient time is given for the vital committee work of Parliament to be done effectively."
