M.O.W. To Purchase Motorway Land

If the National Roads Board approves the Christchurch Regional Planning Authority’s expected recommendations, and accepts the proposed northern outlet as a State highway, the Ministry of Works will become responsible for land purchase arrangements.
The Minister of Works (Mr Allen) said this in Parliament today, replying to Mr H. J. Walker (Govt, St Albans). “The basis of compensation will in the first instance be the market value of each particular property at the time when it is purchased.” Mr Allen said. “To arrive at this the Ministry of Works land purchase officer will arrange
for an Independent assessment of value by a suitable qualified valuer. “There are certain other unavoidable out-of-pocket expenses to which a landowner will be entitled if he is obliged to sell land entirely at the Crown’s request for a public work. These include such items as essential legal expenses and so on. “Each landowner’s claim will be treated on its own merits in accordance with the particular circumstances of the case. The services of Ministry of Works land purchase officers will be available to discuss with each affected landowner his own special problems and to explain his rights to compensation under the Public Works Act.” Mr Walker: Will propertyholders be permitted to engage the services of an independent valuer, and will these expenses be met?
