The State Department held open the possibility yesterday that the United States might consider opening trade relations with China in non-stra-tegic goods. But a Department spokesman told a press conference: “We have no reason to believe that China is under present circumstances interested in commencing trade with the United States.” The spokesman had been asked if President Johnson’s speech on Tuesday offering conciliation to China meant that America would lift its embargo on trade in strategic goods.
