SINGAPORE, July 8.

North Vietnam today accused the United States of bombing populated areas and economic establishments in the port city of Haiphong yesterday.

The North Vietnam News Agency quoted a protest Note to the International Control Commission claiming that United States planes also fired rockets on ships in the port and bombed Thai Nguyen city, about 40 miles north of Hanoi.

The message said yesterday’s raid was the second attack on Haiphong within 10 days by United States aircraft “which have committed new intolerable crimes against the Vietnamese people.” In a separate article, the news agency claimed that six United States aircraft were shot down —'three over Haiphong—and many others damaged in yesterday’s raids over North Vietnam. This brought the total num-

ber of United States planes downed over North Vietnam so far to 1174, it said. The New China News Agency said United States bombing of Hanoi and Haiphong had touched off “waves of anger” in Chinese cities.
