China Declines Partnership

TOKYO, June 20.

China said today it would not take part under any circumstance in the partial nuclear test-ban treaty, nor in any disarmament conference, the Associated Press reported.

The party newspaper, the “People’s Daily,” said the American Ambassador had asked China whether it would consider a mutual agreement not to be the first to use nuclear weapons, in connexion with the Moscow treaty limiting nuclear tests.

It said the American proposal was “a fraud” to induce China to join the test-ban treaty.
