A leading North Vietnamese general claims that massive Unietd States troop reinforcements will not change the balance of forces in South Vietnam because the Viet Cong have immense manpower reserves. General Nguyen Van Vinh, Deputy Chief of North Vietnam’s General Staff, writing in a magazine of the Vietnam Workers’ Party, said the last year had shown that the United States military buildup had not changed the situation in South Vietnam. The Viet Cong had millions of patriots that they could “recruit to replace their losses.”
