Japanese Vessels (N.Z. Press Association) AUCKLAND, March 9. A Japanese mother ship was sighted inside New Zealand territorial waters yesterday morning, the president of the Auckland Fishermen’s Association (Mr W. Jennings) said today. The ship was sighted six miles south of the Kaipa harbour by the Auckland trawler Waikawa, and was estimated to be eight or nine miles from the shore. Mr Jennings said the sightings had been reported to the trawler’s shore base, and the Marine Department had been informed. Another Japanese fishing boat was seen off Whangamata, it was officially reported in Auckland. No details have been received. Govt. Called Ineffective (N.Z. Press Association) WELLINGTON, March 9. The Leader of the Opposition (Mr Kirk) said today that the “passive attitude” adopted by the Prime Minister (Mr Holyoake) toward, the intrusion of foreign fishing boats into waters declared by his Government to be protected for the New Zealand fishing industry contrasted strongly with the attitude he had adopted in Parliament when he and his Government were justifying the passage of the Territorial Sea and Fishing Zone Bill. Mr Kirk said Mr Holyoake’s present attitude suggested that the ineffective and weak posture adopted by his Government toward the enforcement of the three-mile limit would be continued in respect of the new 12-mile limit.

“There will be a great many people who will wonder what secret condition exists that did not exist at the time the bill went through Parliament,” Mr Kirk said.

Memorial Stamp.—The Cyprus Council of Ministers has decided that Cyprus should issue a commemorative stamp for General Thimayya, the late Indian Commander of the United Nations forces in Cyprus.
