RESIDENTIAL HALLS
Council Makes £lOOO Donation The Paparua County Council last night agreed to donate £lOOO to the appeal for the church halls of residence at the University of Canterbury. The council decided to spread the donation over a period of five years with a recommendation that the incoming council in 1908 continue the donation for two years.
In a special report on the appeal, the county clerk (Mr A. Kelly) eaid the contribution of £l5OO sought from the council was a correct apportionment based on metropolitan local body valuations. However, only the city council, Waimairi and Riecarton councils had agreed to meet their full share while the contributions from neighbouring rural counties—Ellesmere £lOO, Malvern nil could not be an encouragement to the Paparua council to contribute in full on a metropolitan basis.
“While it could be readily argued that in an appeal of this nature the cost could well be spread on an equitable basis over the whole of the university district in the same way as the Canterbury’ Museum is developed and maintained by a rate over a wide area, there is no means of enforcing such a suggestion,” he said.
