Body To Safeguard Freedom Envisaged
(New Zealand Press Association) WHANGAREI, March 7. A body that could strike a balance between authority and liberty occupied his thoughts, said the Leader of the Opposition (Mr Kirk), commenting on some aspects of the Narcotics Act.
The National Party had talked about such a body for a long time, but had produced nothing concrete, Mr Kirk said. “I do not think the police are irresponsible. This is a constitutional question,” he added. He envisaged a small body, comprising some senior legal
men and representatives of citizen groups, to examine legislation to ensure that no unnecessary powers were conferred without adequate safeguards for the freedom of the individual. Such a body would be charged with making recommendations to a Minister and these would eventually be dealt with by the Statutes Revision Committee. The widest degree of freedom for the individual should be ensured, Mr Kirk said. No final form had been decided for such a body as he outlined.
