Many Need Attention The provision of a satisfac-torily-covered refuse bin was an essential health measure in every urban community, especially to reduce fly and rodent infestation, and every householder should ensure that such a bin was provided, the works and services committee said in its report to the City Council on Monday evening. Notices were issued to persons with extensively-dam-aged or worn-out refuse containers, the committee said In the central area about 7200 bins were collected each week. There had been a good response to notices served in previous years and the number of notices necessary had declined from 1000 in 1964 ta 370 in 1965.

The newly-developed areas contained the worst offenders and a check of the suburbs last year had resulted in 3500 notices being issued. The number was slightly more than in previous years.
