(N.Z P.A. Reuter —Copyright) WASHINGTON, January 14. Dr. Robert C. Weaver, a former president of a major civil rights group, has become the first Negro to hold Cabinet office in the United States Government.

President Johnson last night named the 38-year-old Har-vard-trained economist to head a new Department of Housing and Urban Development. Dr. Weaver, long associated with civil rights groups and once president of the National Association for the Advancement of Coloured People, believes that housing segregation is responsible for much segregation in schools and other areas.
