Rainey) said in his annual report. “The best thing for New Zealand as a whole is to capitalise on our natural fortune —our green grass and wonderful climate.” he said.

"Help our industries which are allied to, or process, our farm production, but others —such as the proposed cotton and iron and steel industries—should not receive anything but a token protection for a short time" There would be no criticism of the protected “hothouse" industries if they could produce and export and compete on the world market Mr Rainey said.
