Kennedy’s Plan

WASHINGTON, May 12.
President Kennedy yesterday called on Congress to initiate a five-year plan to combat the mounting “social disease,” teen-age crime. A new committee was created to deal with juvenile delinquency and youth crime. It will be led by Mr Robert Kennedy, the Attor-ney-General. The President took action after the welfare secretary (Mr Abraham Ribieoff) advised him that three to four million yotHhs would appear in court during the next 10 years, even if there was no increase in present juvenile delinquency rates.
The new committee was asked to develop a programme of Federal leadership to help local communities combat the problem.
Mr Ribieoff said that the Federal aid programme would cost the Government about 10m dollars in the 12 months from July 1.
