SOVIET DECREE
Death For Embezzlers
(NZ Press Assn.—Copyright) MOSCOW, May 7 The Soviet Union yesterday ordered the death penalty for embezzlers of State funds.
The decree was announced by the Soviet news agency Tass after several months of disclosures of dishonest officials, particularly in farming operations, said Associated Press.
There was no indication to the Tass announcement that the act could be made to apply restroactively to try those who committed their thefts before the decree was published.
However it has often been the practice in law to design a decree to fit a particular crime already committed. The death penalty—bv a firing squad—was also ordered for counterfeiting money or State securities, or for selling such counterfeits “when carried out in the form of an occupation.” It is also to be applied against habitual criminals or for those who, while in gaol or in work camps, terrorise others in confinement
