‘Blow To Talks At Geneva’ (N.Z-P-A.-Reuter—Copyright) MOSCOW. April 25. Moscow Radio claimed today that France's fourth atomic bomb test in the Sahara was "a blow to efforts to reach agreement on an atom-test ban.” The Soviet Government newspaper, “Izvestia,” was also critical, saying it was surprising the French had ignored world condemnation by letting off another bomb "in these difficult hours for France." In Geneva, however, Russia’s delegate to the threePower talks on banning nuclear, fests made no reference to the blast. Observers concluded that the Russians were avoiding formal criticism because the French Communist Party had been told to back General de Gaulle in the Algerian crisis.
