Soviet Accused Of Waging War

The United States yesterday accused the Soviet Union of waging outright war against the Hungarian people in crushing last autumn's revolution in Hungary.

The United States permanent representative at the United Nations, Mr Lodge, submitted a report on the Hungarian situation as observed or reported to representatives of the United States Government.

It said that from October 25 to approximately November 10. the situation could “most accurately be described as war rather than revolution. . . . The Soviet intervention was an outright military attack, opposed by the Hungarian people.” Mr Lodge made his observations in a covering letter accompanying the United States report to the General Assembly’s fact-find-ing committee on the Hungarian revolt. The report of the five-man committee, which took evidence in the United States and in Europe—but not inside Hungary—was expected to be made public late this month “Conclusions that emerge from the United States Government’s report,” Mr Lodge said, “ . . . prove that Soviet communism is not only undemocratic, but oppressive and cruel. '‘They further prove that the methods it used to suppress Hungarian independence were montrous in the extreme.”
