I sometimes wonder who buys some of our publications,” said Sir John Simpson, Controller of the Stationery Office, commenting on “odd” magazines and pamphlets issued by the office. A pamphlet on the sex life of the elephant seal, for instance, “sold like hot cakes” on the Dogger Bank. Sir John Simpson asked who would buy a book on the horse flies of the Ethiopian region, a pocket guide to Alaska, an illustrated guide to fleas, the measurement of small holes (translated from the Russian), or “Seats for Female Shop Assistants,” yet they all sold well.
