“Asperszons Cast At Soviet Embassy Staff"

(Rec. 8 p.m.) MOSCOW, April 24. The Soviet Union handed the United States a memorandum in Moscow today complaining that there had been an increase in a campaign aimed at casting aspersions on the activities of the Soviet Embassy in the United States and its staff. The Soviet news agency, Tass, issued the text of the memorandum, which was handed to the American Charge d’Affaires in Moscow, Mr R. H. Davis, during the day. It said: “Of late, in the United States there has been a marked increase in the campaign obviously aimed at casting aspersions on the activities of the Soviet Embassy in the United States and its staff. “Slanderous allegations are also made against the Soviet Ambassador to the United States. “A similar hostile campaign is I conducted in the United States against the Soviet representative at the United Nations and the I

staff of the reffresentation. “It must be emphasised that this impermissible campaign, which is incompatible with the development of normal relations between the U.S.S.R. and the United States, is supported and even encouraged by certain American official circles. “All this creates abnormal conditions for the work of the Soviet Embassy in the United States and of the U.S.S.R. representation at the United Nations. The memorandum said that “no such things take place in the Soviet Union with regard to the United States Embassy and its staff.” The Soviet Government expected the United States Government “to take the necessary measures to create, in conformity with universal international practice and customs, normal conditions for the Soviet Embassy in the United States and the U.S.S.R. representation at the United Nations for the discharging of their official functions.”
