over-expenditure BY NAVY AND AIR FORCE (From Our Parliamentary Reporter) WELLINGTON, July 22. Salaries, wages and allowances for 14,352 personnel on the payrolls of the armed services during the current financial year win cost £9,825,845, according to estimates for defence expenditure presented to the House of Representatives by the Prime Minister and Minister of Finance (Mr Holland) this evening. The figure is nearly half of the total defence estimate of £21,784,000 for the Navy, Army and Air Departments. During the last year the numbers of civilian and military personnel in ail three services increased. Only the Army did not exceed the money allocated for its payroll. Overexpenditure by the Navy (by £39,021) and the Air Department (by £213,292) resulted in the total salary vote of £9,333,580 being exceeded by expenditure. which totalled £9,565,728. This year’s estimates provide for £9,825,845, or £260,117 more than was spent on 13,943 personnel in 1953-54. The Navy estimate of £5,852,000 includes £2,211,845 for salaries for 4210 military and civil personnel compared with £2,221,251 spent (£3,182,230 voted) on pay and allowances for 4105 personnel last year. A big reduction is shown for Korean war gratuity from £63,959 spent to an estimated £6500. Regular Force gratuities will be about the same—£so,ooo, compared with £51,670. Reserve personnel under training will cost £33,450, or £5675 more than was spent last year. Compulsory national service is estimated to take £17,500 (£17,571 last year). The Army Department’s Regular Force military personnel are expected to number 4200, compared with 4000 last year, and civil workers 318, compared with 332. Salaries, pay and allowances for them are estimated to cost. £3,816,000, or £19,815 more than was spent last year. To pay its 5624 personnel <5506 in 1953-54), a total of £3,798,000 has been provided for the Air Department. This is £463,247 more than was voted and £249,708 more than was spent (£3,548,292) last year
