SECURITY COUNCIL PROCEEDINGS

ABUSE ALLEGED BY CHAIRMAN

(Rec. 10 p.m.) NEW YORK, June 29. The chairman of the Security Council, Dr. Naera (Mexico) described the Russians 7 repeated negative votes on the Spanish questions “as an abuse of the veto.” He added that the Spanish case did not really merit Mr Gromyko’® constant use of the veto. “I always opposed the veto power in essence, but I am particularly opposed to abuse the veto,” added Dr. Naera. “The ultimate result of last night’s debate is such that ‘it would not be strange if General Franco interpreted them in his favour. “Britain and America have strongly indicated that they are sending the Spanish and Persian questions to the General Assembly of the United Nations as the result of Russia’s action in exercising the veto,” says the “Nev/ York Poet.” “The American delegate, Mr Herschel Johnson, indicated the next step when ne said: ‘The Spanish case is still on the agenda, but we can remove it whenever we desire by a procedural vote

“An American spokesman elaborated by explaining that the Spanish and Persian cases probably would both be dropped by the Security Council in August to permit the Assembly taking them up in September with full freedom of action. The Charter forbids the Assembly recommending action on any case, still before the Security Council.”
