The legislation is directed against Russia, which Mr Truman reported recently was the only country retaining censorship over reports of UNRRA activities.

In Berlin the American chief of the UNRRA mission in the Ukraine (Mr M. McDuffie) discredited the statement from Mr Truman which apparently prompted the House of Representatives to decide to withhold American UNRRA funds from any foreign country restricting the activities of American newspaper correspondents. Mr McDuffie said that correspondents were not prevented from reporting on UNRRA activities in the Ukraine and Byelorussia. Eight correspondents visited Kiev and Minsk a month ago, while members of the UNRRA mission covered the whole area. Complete freedom had been received from the Russian authorities and every co-operation.
