Transport Licensing
Commenting on a statement made by Sar Francis Frazer (Transport Appeal Authority) at Christchurch on Monday, the No. 3 Transport Licensing Authority (Mr S. V. Raines) said at Greymouth yesterday that he agreed with the Transport Appeal Authority that Transport Licensing Authorities had a lot of information , thrown at them in a haphazard way and that it would be much easier to decide a case if they had more > satisafetory evidence. In most applications he said, they got a mass of unconfirmed general statements. It was almost impossible to get conclusive evidence, because the people that made these statements just# would not come along and repeat them. It would be very easy for him to say that the evidence was not there and refuse the application, but the Authorities stretched a point because rehabilitation was often mvolved, and rehabilitation was important to the community. It was one of the most important matters concerning the community to-day, and they had been requested to consider the re-establishment of discharged former servicemen. Thus they had to give a great deal of latitude. The evidence presented to them was not always conclusive, and they must read between the lines and, from the reports of investigating officers, find out the true These officers had only recently become available to make investigations, and their reports were giving the authorities something definite on which to act.,
