.Sir,—Mr Ballard, who publicly attacks those who advocate reforms in the penal’ system, has been undisputed head of his department for so long that he must bear much of the responsibility for the position that exists to-day. There has been practically no attempt made here to apply the modern reformative treatment made possible by advances in psychological and educational methods. The use of modern methods overseas has resulted in a great reduction in the prison population and a real reformation in a large proportion of offenders. In New Zealand the weary procession of offenders in and out of gaol continues, at great expense and with little real protection to the public. Even where judges give the assurance that medical treatment will be given, years may be spent in prison with no treatment whatsoever.
