U.S. INVITATION TO RUSSIA

(Rec. 8 p.m.) WASHINGTON, June 15. Before he left for Paris the Secretary of State (Mr James Byrnes) grafted a third Note to Moscow inviting the Russians to begin negotiations for the requested 1,000.000,000-dollar loan. The Note is expected to be sent shortly, but officials doubt whether Russia will accept the invitation as the United States Government is reported to be still insisting on discussing eastern European economics during the loan talks, including the revision of Russian trade treaties with Hungary and Rumania. The United States also wants a settlement of the Soviet lease-lend account totalling 11,000,000,000 dollars, a Russian pledge to join the International Bank and Monetary Fund, and a promise to attend the trade conference aimed at lowering commercial barriers.
