PLAN TO ABOLISH MEANS TEST
(Rec. 9.30 p.m.) CANBERRA, June 17. The progressive abolition of the means test for social services over 10 years is understood to have been recomjnended by the Labour Party’s investigating committee. The plan would provide for its removal in three stages.
The first step would be to permit applicants for social service benefits to possess £BOO in capital assets, instead of £4OO, as now. This would cost the Commonwealth £38,000,000. The scheme would be financed by taxation by a pay roll tax or by a direct contribution. The committee has recommended against its inclusion in the single tax system. The committee’s report is being submitted to caucus for approval.
