WASHINGTON, June 12. Mr Bernard Baruch, the United States representative of the United Nations’ Atomic Energy Commission, told the United States Senate Committee on Atomic Energy that the United States was proposing to the United Nations’ Atomic Energy Commission that the Big Five should not be permitted to exercise their right of veto in any international system for the control of atomic energy.
