REPORTED STATEMENT BY ENVOY
“Two members of General Franco’s Government met representatives of Senor Jose Giral's Republican Government in exile, at Arneguy, on French mil near the Spanish frontier,” said a correspondent of the ‘‘Journal de Biarritz.” •One member of the Franco Government, who insisted on remaining anonymous, said: ‘As a result of the Security Council’s decision we will undoubtedly finally be forced to capitulate.
