LEARNERS' PLATE FOR DRIVERS
PROPOSAL FOR ROAD SAFETY SUPPORT FROM NEW BRIGHTON COUNCIL A letter from the Commissioner of Transport stating that it was likely that the whole question of the system of the issue of motor-drivers' licences would be reviewed in the near future was received by the New Brighton Borough Council at its meeting last evening. One particular aspect was recently considered by the New Zealand Road Safety Council, said the letter. This was the issue of a learners' plate to new drivers on similar lines to the system existing in Great Britain. Before the proposal was further considered by the Government the views of those who would be affected were sought. In supporting the proposal, Cr. C. V. Lester said there were two aspects to be considered —the safety of the community and the loss of revenue. The advantages to be gained from the first would outweigh the other. 'I think we should do all we can in the interest of the public, and we should give our wholehearted support to the proposal," he said. Cr. J. N. Clark said that he did not approve of the proposal. There were too many laws and by-laws now, and the idea of having a learners' licence was absurd. A person should either have a licence or not have one. If anybody could not drive a car after two or three lessons he should not have a driver's licence. "I intend to support the motion, and I can claim to have more experience | in driving than anyone on the council," said the Mayor (Mr E. L. Smith). "Many new drivers are nervous, and the idea of giving probationers licences will give them more confidence, and the learners' plate on their motors will enable more experienced drivers to give them every assistance." Cr. T. E. Thomson said that when an accident happened it would not be caused by the learner, but by the experienced driver. Young drivers were more careful.
"We need more by-laws to protect the general public," said Cr, H. R. Macdonald. --'There should be greater control and re-examination over older drivers to ensure their capability and fitness to hold a licence.
It was agreed by four votes to three, to support the proposals.
