RECOMMENDATION TO LEAGUE ASSEMBLY

GENEVA, September 20
Captain Euan Wallace, Financial Secretary to the Treasury, recommended to the Assembly of *'the League of Nations the adoption of a resolution outlawing international bombing of civilian populations, ensuring that aerial targets must be legitimate objectives capable of identification, and that adjacent civilian populations would not be bombed through carelessness.

BOMB DROPPED ON SCHOOL

Seventeen were killed and 56 wounded, mostly women and children, at Alcoy, 34 miles north of Alicante, when a bomb struck a school.
