Dr. T. Wellington Koo (Chinese delegate to the League of Nations) detailed proposals to the armaments committee as follows: “A recommendation to member and non-member States to refrainfrom supplying military and naval aeroplanes and oil,to Japan.
“That a commission of neutral observers collect facts in China on the use of poison gas and the bombing of populous cities.
“That civilians watch the situation on the war fronts and report to the League. “That the League convene a general conference of member and nonmember States to prepare an air warfare convention.”

Marshal Chiang Kai-shek’s headquarters are jubilant at the decision of the League Council. It is expected that it will strengthen the morale of China.
