The Council of the League of Nations has granted China's request for the application of Article 17 of the League Covenant. The Council has telegraphed in-1 viting Japan to accept the League's jurisdiction in the Chinese-Japanese dispute. The League, in default of acceptance, can proceed under the Covenant to apply Article 16 which deals with sanctions.
