COUNTERING AIR ATTACKS

* GERMANY PREPARES PROTECTION EXERCISES AND CELLARS BERLIN, March 5. Although the military theory so far is that the most effective defence against aerial raiders is counter-attack on the enemy's cities, Germany is now aiming at "air impregnability," including an abundance of gasproof and fireproof cellars, with the population knowing how to behave in the event of a raid. In addition to Berlin's spectacular '"black-out" planned for March 19, various districts of the capital are nightly carrying out air protection exercises. Foreign diplomats, including the British Embassy, are reported to have agreed to co-operate in the '"black-out," darkening their windows and motor lights. Meanwhile a huge excavation the size of Piccadilly Circus is being made in the centre of Berlin, hoardings screening the entrances, while the excavation is strictly guarded. It is believed that huge cellars are being constructed which can be used as garages in peacetime and for protection in wartime.
