* INSTITUTION IN BERLIN (Received March 3, 5.5 p.m.) LONDON, March 1. The Berlin correspondent of "The Times" says that the broadcasting company there is shortly opening an experimental high-definition sight and sound television service, transmitting thrice weekly, with a topical description of sections, newsreel, and entertainment films.
