M USSOLINPS COMMENT (Received March I, 10.10 p.m.) LONDON, March 1. The Milan correspondent of "The Times" says that Signor Mussolini, in an article in "Popolo DTtalia," emphasises how Herr Hitler's Germany is winning the birthrate battle, initiated by Fascist Italy. He states that when Herr Hitler came into power in 1933, the German birthrate was 14.7 per 1000, whereas now it is 17.7 per 1000. "This is a far more important event than the Saar's return to Germany," he says. "Germany's population is now nearly 68,000,000, and will have reached 70,000,000 by 1939. Even if it maintains only its present rate it will increase to 80,000,000 by 1950."
