the Federal and Commonwealth Governments, it was stated, "while taking a very, sympathetic interest in their welfare," were unable to do anything at all in the way of helping them financially, and were ?U-disposed to suggest a method by which the farmer should get wheat sold for local consumption in the shape of flour at a price that would be reflected in higher cost of bread on the basis of present values of wheat. It was fairly clear that neither the Federal nor State authorities considered that they had any administrative power to collect a tax on flour sold internally; also, that to pass necessary legislation, particularly m the Federal arwna, enacting any law which might create a higher price tor bread than that which now obtains, would be difficult. It looks most unlikely, in the opinion of observers, that anything political will be done in time to have any effect whatever on the present harvest. Already some mills are gristing flour from new wheat. It is assumed that very shortly this flour will come into consumption, atfd it is unlikely any tax will be collected on it. In justice to the producer, the miller, and consumer, it is considered that an authoritative statement should be made by the bovernments concerned as to whether they intend to interfere further or not. Harvesting will bo general towards the end of November, and it is essential the normal course of trade should not be confronted with the fear of political uncertainties.
