SHANGHAI, December 7.
War; and famine have driven 1,000,000 Shantung residents to Manchuria, constituting the most astounding migration in history. It is believed, according to the Chinese Economic Bureau's annual report, that the majority intend to remain there permanently and engage in farming. They are attracted by the protection; and security of the territory governed by Marshal Chang Tso-lin.
