Officials of a special branch of Scot, land Yird are enquiring into the identity of a foreigner who, after lunchipg with a naval officer in a London hotel on Monday, confessed that he was unable to pay the bill, about two pounds. He declared that he was a member of the Diplomatic Service, and claimed the privileges thereof. The man was still detained last night, but no charge was made against him.
