Figures issued by the police reveal an alarming increase in crime. The International Settlement is becoming unsafe, and its reputation as a haven of refuge in a disordered China is rendered farcical.

The November returns show eight murders, the victims including English women, who were hacked with axes m daylight in their homes, and four police and eight civilians. Eight robbers were killed in street pistol battles between police and robbers. There were 137 armed robberies in thirty days, fourteen arrests for murder, and thirty-nine for robbery. An almost daily sight is a policeman's funeral attended by units of the British and Japanese military and naval forces, headed by the band from the Shanghai Defence Force. Many of those arrested are deserting Nationalist soldiers equipped- with the latest weapons and plenty of ammunition.
