COUNTY COUNCILS.

KAIKOURA. The uionllily meeting of the Kaikoura County Council took place on Friday, December 2nd. Present: Councillors James Boyd (chairman), D. Boyd, C. l'annell, G. Eaton, K. 11. Ecclcs, P. Cuiran, and J. A. Johnston. An apology was received for the absence of Cr. G. E. Parsons. On tho motion of the chairman, a vote of aympathy was passed with the relatives of the lute Councillor P. M. Acton-Adams, iiicmbers standing as a mark of respect, A resolution of appreciation of services rendered by Cr. Acton-Adams was ordered to be placed on tho minutes. Authority was given regarding payment of interest from W. Cooke's bequest to the Hospital Board. A letter was received from tho lion. Mr .McLcod regarding Hundaleo scenery reserve, etating that, a portion of the road reserve had been vested in the control of a Scenery Preservation Board, the personnel of which was the C'ommi?sioner of Crown Lands at Blenheim, the chairman cf the Kaikoura County Council, the president of the Canterbury Automobile Association, Dr. R. L. Withers, Rev. J. G. S. Dunn, and Mr John Lewin, tho first meeting- of the Board to be held at Kaikoura. on December 7th. It was decided to protest again against, tho road resorve being taken from tho control of the Council, tho matter being left with the Council's representative Regarding draft regulations under the Motor Vehicles Act limiting speed to ten miles where there was not. 60 yards vision, it was decided to point out that unless the corners oi tho North and South roads were improved, it would be impossible for the service cars to maintain the service with tho railways. In respect of a petition from Hapuku settlers to have ford and road improved, the engineer was left to deal with the matter. It was decided to demand payment for fees owing on petrol roadside pumps before their lemoval or the erection of other pumps. The receipts from the electrio light for November were £lO5 2s 6d and expenditure on operating account £IOO 19s 7d. Tho wharfinger reported for the month of November as follows: —Inward cargo: General 305 tons, timber 4621 superficial feet, 1 ram. Outward: General 71 tons, timber 121,529 superficial feet, wool and eJdns 421J bales and bundles. Inward charges, £77 10s; outward, £SB 17s 6d; weighing, 15s 9d; storage, £2 lis 9d. Cygnet charges (ten trips), £lO G3 6d; Kotiti charges (sis trips), £ll 15s 8d; wages and salaries, £73 2a 8d; boat, slip charges, £1 10a; electric light, 10s. Miss Burls was granted permission to place a Christmas tree on the roadside opposite her business premises from 10 a.m. to 1 p.m. on, December 17th. l'\ H. Flower, agent for m.o. Kotiti, wrote complaining of the treatment of the vessel, stating that tho Cygnet had been given preference in loading, notwithstanding that the Kotiti was first berthed. Ho asked that the Kotiti be given fair treatment. A long discussion ensued, and tho wharfinger was instructed to enforce the regulations. Regarding a representative on the Hospital Board to fill the vacancy caused by the death of Councillor P. Acton-Adams, it was decided to communicate with the Cheviot County Council, recommending that Mr James Boyd represent the combined Councils for the remainder of the term. Regarding the proposed bridges at Humbug creek, and also that at the Black Miller, both wore deferred for the present. The county solicitor reported on the action Health Office v. A. J. O'Malley, and the Health Department wrote relative to the same matter, stating that the new owner be interviewed relative (o the carrying out of tho improvements to the drainage. Tho pay-sheet general account of £739 2s 9<l (wharf £lO9 10a sd, electrio light £139 4s 2d) was passed for payment. Riding expenditure for the month was as follows:—Peninsula £ll6 lis 9d, suburban £ls 12s 3d, Conway £37 18s, Clarence £37 3s, Hundalee £3 ss.

ASHLEY. The Ashley County Council met at Loburn on Thursday last. Present: Crs. D. K. Hutchison (in the chair), Bennett, Ensor, Fitzgibbon, McCracken, and Pulley. Leave of absence was granted to the chairman, Mr J. P. M. O'Halloran, on account of illhealth. Some consideration was given to the motor vehicles draft regulations, but it was finally considered best to leave tho detailed study in the hands of the Motor Associations. The District Engineer wrote advising that tho contractor would mako an early start with the Westpool bridge. As room to pass during construction would be limited, Cr. McCracken was asked to keep this matter in view. The clerk reported that a Government grant of £ for £ as applied for, was not available for the fencing of the Karetu bridge. It was decided to take steps in an endeavour to meet the difficulty. Messrs A. M. Miller and George Feather forwarded offers to draw the piles of . the old Karetu bridge, and also to restore the deck level of the bridgo on Dobson's road. The Council agreed to the former, and decided to hold over the latter until noxt financial year. Mr C. I. Jennings, chairman of the Rangiora High School Board, wrote asking for a subscription, and it was decided to givo £5 towards the rural work of the school. Mr Fitzgibbon roported on the bush road, North Loburn, and some repairs were authorised. Tho clerk reported considerable overdraft, but it was not deemed advisable to alter the usual date for the additional 10 per cent., and this was fixed for March 14th next.
