Some tine ago it wa9 decided by the Vestry of All Saints' Anglican Church, Sumner, to commemorate the life and work of the late Clement Lester Wiggins by some form of memorial. On Fridavevenhig last it was decided that the memorial should take the form of a pipe organ of a type which would be suitable for the new church, a project which is itself being kept steadily in sight. Subscription lists have been opened with the vicar and dens, and members of the Vestry. Mr A. J. Scott, Clifton, Sumner, ia acting as treasurer. Since 1870 the average death rate in England and Wales has fallen from 22 per 1000 to 12 per 1000. The decrease in the infantile death rate m the same period has been from 156 to "5 per 1000 births.
