It is understood the State Department is considering the question of a possible loan by American bankers to the South Manchurian railways. Should the Department decide to sanction the loan it is understood Japan will be informed that she must continue to respect the open door policy in China, and afford other nations equality of treatment on the railway as regards passenger and freight facilities
