COMPROMISE EFFECTED. BILL PASSES THROUGH COMMITTEE STAGE. [THE PRESS Special Service.] WELLINGTON, November IS. As the result of a compromise between those interested, amendments iu the Christehurch Tramways District Amendment Bill were made in the House of Representatives to-night, and the Bill was read a third time and passed. The main question in dispute between the Paparua County Council and tht. Tramway Board was as to who should pay the cost of raising the tramway to the level of the Main South road, 'i'his has been settled by the withdrawal of Clause 12a of the Bill. That clause provided that the allocation of the cost, estimated at £3OOO, should be determined by a Judge of the Supreme Court and two assessors. The withdrawal of the clause relieves the Paparua County Council of any liability in the matter. In regard to Clause 7a this increases the powers of the Tramway Board by relieving it of the necessity of submitting their time-tables and fares to the judgment of ihe licensing authority. The clause as originally drafted provided that it should not be necessary to obtain a license from the licensing authority to run a motor-bus for the purposes of special functions. The Board must now go to the licensing authority to run a motor-bus for a fjpecial function, such as picnics, etc. Another alteration was made in Clause 5 to meet the wishes of the Minister for Justice. The clause provided for the appointment of a Judge of the Supreme Court in connexion with the determining of disputes between the Tramway Board and the local authorities in regard to street levels. As it would be impossible to provide a udge of the Supreme Court for the purpose, the clause was amended to provide for the appointment of arbitrators in terms of the Public Works Act. With these amendments Mr T>. G. I Sullivan had no further trouWo in pilotI ing the Bill through Committee.
