Princes and Marquises and hereditary members of the House of Lords, numbering upwards of a dozen, have seceded from the Kenkyukai, the majority party of the Lords, which hitherto has practically controlled the Parliamentary destinies of the nation, because it had the final word in all legislation. ""he seceders are forming a new party, which is pledged to undertake the reformation of the House of Lords, which has been the political slogan of the factions in the Lower House for ten years.
